Job Title: Project Coordinator

Position Description:

GENERAL POSITION SUMMARY:

The Program Coordinator (PC) will be directly responsible for the implementation and monitoring of Community-Based Disaster Risk Reducer (CBDRR) Project activities at the district level. The PC will also be responsible for meeting reporting requirements and adhering to deadlines, the primary liaison with district stakeholders, program partners and beneficiary communities at the district level. The position will closely work with LNGO staff as a supervisor and report to the Line Manager. S/he will also be directly responsible for beneficiary training and capacity building; technical support for the implementation of program activities. The position will serve as a focal point to ensure the project deliverables and ensure quality implementation of the project in the district adhering to the scope of the project. The Project coordinator ensures that the organization meets its targets and deliverables on time and within budget. The Project Coordinator works closely in coordination and collaboration with LGs, Cooperative, and School Management Committee for quality implementation of the program. The Project Coordinator is required to ensure GESI sensitivity and integration, governance practices and M&E system compliance in the project.

Program Implementation

  • Lead to develop Project develop detail implementation plan (DIP) of the Project on the behalf of WAC-Nepal.
  • Prepare monthly, quarterly plan in consultation with Project officer and submit to WAC-Nepal and Donor focal person.
  • Provide full support and assistance to develop detailed implementation guidelines (DIG) and detailed implementation plan (DIP) of the program and lead the implementation of the project activities.
  • Identify the capacity building needs e.g. personal development and organizational needs, essential for the program.
  • Provide support to the partner staff in enhancing their knowledge, capacity and awareness of the project.
  • Support and facilitate partners to organize district, palikas and community-level events /workshops/training.
  • Coordinate with government, other line agencies, private sector, local NGO/CBOs, and other stakeholders for effective delivery of the program, creating synergy and leveraging of funds.  
  • Provide support to staff and beneficiary communities in related assessments as per program requirements.
  • Coordinate with NGO for all field activities in the district.
  • Regular field visits to backstop and monitoring of the program.
  • Utilize personal knowledge, connections and skills to build sustainable and productive relationships with and between diverse key stakeholders from the public, private and civic sectors.
  • Support organizing joint monitoring (district/ municipality) involving different stakeholders as per need.
  • Prepare a project-level synthesis report of the program.
  • Facilitate and ensure public auditing is being implemented in each activity implementation.
  • Support and organize project staff to manage visits of visitors, guests and representatives from donors and other stakeholders as per need. 
  • Manage Data base of the project
  • Ensure the project deliverables adhere to project minimum standards
  • Ensure the project deliverables and targets are met in time and within budget
  • Ensure quality in project implementation as well as reporting
  • Any other tasks as assigned by PM/ED

Monitoring, Learning and Evaluation:

  • Promote activity quality assurance through the following –
  • Activity timeline coordination with field technical assistant
  • Coordinate and oversee data collection during activity to ensure adherence to formats and requirements
  • Conduct activity spot check and monitoring during the implementation period and compile the data as well
  • Ensure the collected data and designed tools capture the project’s data minimum standard – disaggregation, robustness, quality
  • Set a deadline for data flow and follow up on that with the field officer/field technical assistant,
  • Design data summary of each activity in coordination with field officer/field technical assistant,
  • Make a suggestion to the doner to seek out and provide case studies on project participants
  • Compile activity reports from the Palika’s staff in time for donor’s monthly quarterly and annual reporting
  • Ensure proper documentation of (soft and hard copies) of tools, reports, data, manuals, guidelines, media reports, visibility items, agreements, MoUs, and any other relevant documents and share them with the Donor.
  • Remain the focal person for CBDRR related communication with the World Vision Internation Nepal.
  • Facilitate the achievement by the PC and partner team members of performance-based targets and outcomes and support efforts to design effective, proactive, and iterative M&E systems.
  • Ensure monitoring of field-level activities within the district to be on time, target and budget, and propose recommendations for improvements.
  • Support Program for regular field monitoring visits and meetings to share program progress and receive feedback.
  • Coordinate closely with Monitoring, Evaluation, and Learning focal points to generate and collect required information and data in the process of measuring the results of program intervention.
  • Ensured for monthly/quarterly plan and report are submitted timely.
  • Ensure that innovative approaches, good practices, particular challenges, or good results are documented to support agency learning.
  • Establish good coordination with government and non-government stakeholders to prevent duplication of actions.
  • Coordinate with the Finance officer and monitor and track the budget spending for each activity. Ensure the Budget vs Actual expenditure remains as per the plan.
  • Coordinate with Finance Officer & FTA’s for the procurement plan and execution strategy
  • Coordinate with the Finance officer and FTA’s for the market assessment and sourcing of locally produced foods to supply schools
  • Keep tracking procurement & supply status and maintain procurement & supply tracking database periodically
  • Accountable for coordinating with the technical and operational teams to ensure effective and efficient management of the supply chain system under the Home Grown School Feeding Program.
  • PC will be accountable to ensure an updated supply chain tracking system and reporting to key stakeholders as per the requirements.

Representation

  • As required by the Program Line Manager, liaise with and represent the program’s components to local government officials, civil society/community leaders, political parties and other key stakeholders in the district.
  • Ensure close coordination and information sharing with other partners, and local government.
  • Establish and maintain professional and productive relationships with communities and local government.
  • Serve as key focal point for program-related issues and problems in the district and seek support from E.D. as required.

Required qualification and experience:

  • Master’s Degree in Education or related development field with at least 2 years of working experience or Bachelor’s Degree in Education or related development field with at least 5 years of working experience in NGO or Development Sector.
  • Overall responsible to lead the theme under both projects, supporting planning, implementing, monitoring, documentation and reporting of projects in close coordination with the Project Manager and sector stakeholders, ensuring quality results and reporting.
  • Should have the skill of Leadership, Team Management by assigning work, developing work procedures consistent with policy, establishing work schedules, and monitoring work performed by subordinates in order to meet agreed-upon goals, objectives and target dates, reporting, coordination and communication.
  • Updated knowledge of key issues in the CBDRR Project and climate-sensitive production technology.
  • Experience in the usage of computers and office software packages
  • Consistently approaches work with energy and a positive, constructive attitude
  • Proven networking, team building, organizational and communication skills
  • Ability to work in a multi-culture environment
  • Demonstrates good listening skills. Presents view in a convincing way and aware of different perspectives, feelings, and concerns.  
  • Experience in writing reports, and a good understanding of the development sector of Nepal. Advance use of excel, word, PowerPoint and data analysis. Demonstrate flexibility and open-mindedness. Cross-cultural sensitivity and ability to interact well with diverse groups of people and multiple teams. Ability to write and speak good English.
